Halogens always have 7 electrons in their outer shell. Their reactivity increases as you move up the group (i.e. fluorine is the most reactive) - this is because the outer shell is closer to the nucleus with fluorine and chlorine and therefore accepts an electron much more readily then a lower atom will.
